Relations de travail
Le coordinateur du programme relève du Directeur de Programme. Il travaille en étroite collaboration avec l’équipe de direction (SMT) et celle du support. Sous l’égide du Directeur de Programme, le coordonnateur de programme maintient également des contacts réguliers avec des partenaires externes, y compris les agences des Nations Unies, les missions permanentes, les organisations internationales et les fournisseurs de services.
Rôle et responsabilités
Coordination et gestion de programme
- Concevoir et proposer des stratégies de programme adaptées au contexte, visant l’engagement avec les acteurs armés et les communautés affectées, en stricte conformité avec les lignes directrices et les principes de l’Appel de Genève.
- Superviser, orienter et assurer le suivi de la mise en œuvre des objectifs opérationnels et stratégiques, en veillant à leur alignement avec la mission, les valeurs et les priorités institutionnelles de l’Appel de Genève.
- Identifier, analyser et soumettre à la direction du programme, des opportunités d’engagement stratégiques claires, fondées sur une lecture contextuelle et une analyse des risques et des impacts.
- Assurer la cartographie des acteurs, y compris les GAAD et proposer des stratégies d’accès permettant un engagement direct ou indirect, à travers des partenariats locaux, tout en tenant compte des contraintes sécuritaires et opérationnelles.
- Garantir une mise en œuvre efficace et de qualité des activités du programme, en assurant l’atteinte des résultats attendus, le respect des engagements pris et l’adaptation continue des interventions à l’évolution du contexte.
Implémentation des projets
- Assurer la coordination, le développement et le suivi stratégique des programmes de l’Appel de Genève en RDC, en cohérence avec les orientations de la direction de programme et le contexte opérationnel.
- Élaborer, mettre à jour et suivre les plans de travail (chronogrammes d’activités) et les budgets des programmes, en veillant à leur faisabilité et à leur alignement avec les objectifs fixés.
- Assurer le suivi technique et de la documentation de la mise en œuvre des activités programmatiques, y compris la capitalisation des bonnes pratiques et des leçons apprises.
- Assurer la supervision directe des organisations partenaires de mise en œuvre (IP) et, le cas échéant, des Officiers de Programme, en garantissant la qualité des interventions et le respect des engagements contractuels.
- Harmoniser et adapter les formats de rapportage des partenaires, afin d’assurer la qualité, la cohérence et la conformité des rapports aux exigences institutionnelles et des bailleurs.
- Identifier et proposer de manière proactive les besoins programmatiques, analyser les défis opérationnels et proposer des solutions adaptées et innovantes.
- Participer aux processus de recrutement et de sélection du personnel programme et des consultants externes, en appui à la direction de programme et aux ressources humaines.
- Contribuer à la rédaction des rapports narratifs et techniques (internes et externes) ainsi qu’à la conception et à la formulation de propositions de projets destinées aux bailleurs.
- Contribuer au développement, à l’adaptation et à l’amélioration des outils opérationnels nécessaires à la mise en œuvre efficace des projets (guides, supports pédagogiques, outils de suivi, etc.).
- Développer, entretenir et renforcer un réseau de relations stratégiques avec les agences humanitaires, les organisations de la société civile, les ANSA, ainsi que les autres acteurs institutionnels et communautaires pertinents.
- Assurer le développement, l’analyse et la mise à jour régulière des profils des GAAD cibles et leur évolution dans le contexte opérationnel.
Suivi et évaluation
- Travailler en étroite collaboration avec l’équipe MEAL afin d’assurer la planification, le suivi et l’évaluation des opérations, selon une approche axée sur les résultats.
- Analyser régulièrement les progrès du programme, identifier les défis et les risques, et formuler actions correctives visant à améliorer la qualité et l’efficacité des interventions.
Budget et conformité
- Veiller à ce que les activités soient mises en œuvre en stricte conformité avec les budgets disponibles et les prévisions financières (forecast);
- Assurer le suivi régulier des dépenses des programmes, en collaboration avec les équipes finance et opérations.
- Garantir la conformité des activités avec les normes internes, les exigences des bailleurs et les cadres de redevabilité.
Coordination externe
- Participer activement aux réunions des mécanismes de coordination humanitaire (clusters, groupe de travail, etc.), afin de renforcer la collaboration, le partage d’information et la complémentarité des interventions.
- Représenter l’Appel de Genève lors d’ateliers, d’événements et de forums liés à l’engagement avec les acteurs armés.
Gestion et Développement d’équipe
- Superviser les équipes de terrain et les partenaires de mise en œuvre afin d’assurer la qualité et la cohérence du programme.
- Assurer la supervision technique et opérationnelle des interventions et le renforcement des capacités du personnel de projet.
Critéres
Education
- Diplôme universitaire (au minimum licence) en relations internationales, études humanitaires, sciences sociales, gestion de projet ou dans un domaine pertinent.
Expérience (essentielle)
- Minimum 8 ans d’expérience professionnelle sur des postes similaires au sein d’organisations humanitaires internationales, idéalement dans des contextes de conflit et de protection des civils.
- Expérience confirmée en gestion du cycle de projet et en leadership d’équipe.
- Expérience avérée dans l’engagement avec des porteurs armés, principalement les acteurs armés non étatiques ou groupes armés.
- Disponibilité et capacité à effectuer des déplacements à court préavis dans des environnements opérationnels complexes à l’Est de la RDC.

Role
The Head of Safety & Security is responsible for leading Geneva Call’s global safety and security strategy, policies, and risk‑management framework, ensuring staff and operations are protected while enabling business resilience in complex and volatile environments. Work Relations
The Head of Safety and Security reports to the Director of Operations and works closely with the members of the Senior Management Team, Country Directors, and other functions across the organisation. S/he provides technical line management to security focal points in the field operations.
Duties and Responsibilities
Safety and Security Management
- Lead the continuous improvement of Geneva Call’s global Security Risk Management (SRM) framework, ensuring that existing safety and security plans, tools, and systems are regularly reviewed, tested, and adapted to evolving risks and programmatic needs. Conduct structured analysis of security trends and advise on risk‑informed decisions that enable humanitarian access while keeping operations within clearly defined and acceptable risk thresholds.
- Provide technical line management and professional supervision to Safety and Security Focal Points in all country missions, ensuring their deliverables are aligned with GC standards and minimum requirements.
- Embed SRM into programme design, operational planning, and decision‑making, and lead or co‑lead critical incident and crisis management in line with the organization’s framework, keeping leadership informed through timely and evidence‑based analysis.
- Ensure all country teams maintain context‑specific safety and security policies, SOPs, and contingency plans that are consistent with global standards and are effectively implemented.
- Oversee regular safety and security audits and reviews (including partner operations where relevant), provide clear recommendations, track implementation of agreed actions, and ensure safety and security costs and investments are adequately reflected in country and HQ budgets and funding proposals.
- Drive an integrated, acceptance‑focused and people‑centred approach to security that combines community engagement, deterrence, and protective measures as appropriate.
- Support country teams to develop threat‑specific protocols and access strategies, maintain an overview of all relevant agreements, and lead security mapping for existing and potential missions to inform go/no‑go and expansion decisions.
- Lead Geneva Call’s crisis management arrangements for security‑related incidents, ensuring clear escalation paths, roles, and decision‑making processes, and coordinating timely response, communication, and after‑action reviews with country teams and senior leadership.
Training and Capacity Building
- Develop and maintain a modern safety and security learning framework (including manuals, digital content, and e‑learning) and ensure all staff receive role‑appropriate, inclusive, and context‑specific training on GC safety and security policies, behaviours, and tools.
- Ensure incident and crisis management teams at HQ and in the field are trained and regularly exercised in their roles through simulations, tabletop exercises, and after‑action reviews, with lessons learned systematically captured and integrated into policies and practice.
- Identify and coordinate internal and external learning opportunities, mentoring, and coaching for key staff, particularly Safety and Security Focal Points and managers, to strengthen SRM competencies across the organization.
- Promote peer‑learning and knowledge‑sharing between missions and with partners.
- Ensure all new staff and visitors receive timely security induction and context briefings and that mandatory training requirements are defined, monitored, and reported on.
- Champion a proactive, inclusive safety and security culture where staff feel empowered to report concerns, near misses, and incidents without stigma.
Coordination
- Work closely with heads of units (Operations, Programmes, HR, Finance, Communications, etc.) to integrate security risk considerations into organisational planning, change initiatives, and project life cycles.
- Contribute to organisational risk registers and management dashboards, and provide regular strategic updates to senior management and the Board as required.
- Coordinate and share information with security counterparts in peer organizations, NGO fora, and relevant UN and humanitarian coordination mechanisms, representing Geneva Call’s perspectives and ensuring GC benefits from collective analysis and good practice.
- Advise senior management on the interface between humanitarian principles, access, and security risk management, ensuring all staff understand GC’s mission, code of conduct, and how these shape day‑to‑day security behaviour, negotiation, and acceptance strategies.
- In close collaboration with IT, develop and maintain operational policies and procedures for digital and information security (secure communications, data protection, safe use of platforms and devices), ensuring alignment with the wider SRM framework and emerging threats. Promote the use of appropriate technology and data for smarter, more anticipatory security decision‑making.
- Participate in, and where appropriate initiate, relevant security‑related forums, briefings, and communities of practice. Produce concise strategic and analytical reports and briefings on security trends, incidents, and organisational exposure to inform leadership decisions and donor engagement.
Requirements
Education (Essential)
- Master’s or equivalent academic background in Security management, strategic studies, international security, or other related fields.
- Professional security risk management qualifications or certifications are an asset (e.g. CPP, CSMP or similar).
Experience (Essential)
- Minimum 15 years of relevant Safety and Security Management experience, including work in humanitarian sector and across different security contexts and levels of insecurity.
- Demonstrated, progressively responsible experience in designing, implementing, and reviewing safety and security policies, protocols, and SRM frameworks at organisational level.
- Proven field security leadership experience in hostile or high‑risk operational environments, including incident and crisis management responsibilities.

Role
The Financial Controller MENA provides financial reporting and budget support and serves as the business partner to Geneva Call’s programmes in the Middle East region. Duties and Responsibilities
Generic Responsibilities
- Compliance and adherence to GC policies, guidance, and procedures and providing financial advice and technical support to the MENA operations team.
- Implement robust internal control measures to uphold compliance with donor and other stakeholder requirements.

Requirements
Education (Essential)
- Master’s or bachelor’s degree in a relevant field such as accounting, management, finance, or commerce.
Experience (Essential)
- 10 years of progressive experience in finance – with at least 3 years in the Middle East.
- 5 years of experience working in a similar role within the humanitarian sector – either in Switzerland and /or MENA, specifically in Lebanon.

Purpose of the Consultancy
The purpose of this consultancy is to strengthen Geneva Call’s editorial output by identifying, researching, writing, and editing compelling articles and other editorial content that demonstrate the organization’s work, impact, and relevance in conflict-affected settings. The consultant will contribute to the development and maintenance of a story pipeline to ensure a regular and strategic flow of content. Content Production
- Identify, research, and produce high-quality editorial content, including:

Editorial Support
- Edit, rewrite, and polish content drafted by country teams, regional offices, or HQ colleagues.
- Adapt content for different audiences, platforms, and formats, ensuring clarity, consistency, and narrative coherence.
- Provide hands-on support to country teams on concrete communication needs, including the development of communication materials and the implementation of country-level communication strategies, in close alignment with global guidance.
Coordination and Research
- Work closely with country teams to identify story opportunities and gather information through interviews and desk research.
- Coordinate regularly with the Global Engagement Unit at headquarters in Geneva and with regional teams to align on priorities, messaging, and timelines.
- Validate thematic and technical information with relevant HQ colleagues, including PRL, as required.
- Support the implementation of Geneva Call’s editorial calendar.
- Lead the animation, coordination, and implementation of a global editorial calendar for the organization, ensuring coherence, consistency, and strategic alignment across regions and teams.
- Act as a strong force of proposal by proactively identifying editorial priorities, story angles, formats, and timing, in line with organizational objectives.
Geographic Focus
Priority countries and regions may include, but are not limited to: Lebanon, Syria, Iraq, Yemen, Afghanistan, Myanmar, the Philippines, Sudan, South Sudan, the Democratic Republic of the Congo (DRC), the Sahel, and Colombia.
Travel
Occasional travel to field locations may be required, subject to security conditions and organizational needs.
Deliverables
- In alignment with the editorial calendar and organizational priorities, the consultant is expected to:
- Identify, research, and produce long-form success stories, in close collaboration with country teams and with support from HQ.
- Contribute additional shorter-form editorial content as required.
- Participate in regular planning, coordination, and review meetings with the Global Engagement Unit and other team members.
Reporting and Management
The Global Editorial Consultant will work in close coordination with the Global Communications Coordinator and report to the Head of Global Engagement as part of the Global Engagement Unit.
The consultant will collaborate closely with the Global Engagement Unit, the Global Communications Coordinator, and relevant regional and country teams.
Regular coordination and reporting meetings will be held to align on priorities, timelines, editorial planning, and overall communications strategy.
Technical skills and experience
- Minimum of 5 years of professional experience in editorial and content production, including writing long-form content.
- Proven experience producing high-quality storytelling and success stories.
- Prior experience with international or regional organizations, preferably NGOs, is highly desirable.
- Strong understanding of humanitarian, development, or conflict-related issues.
- Fluent English required; fluency in French and/or Arabic is a strong asset.
- Excellent writing, editing, and interviewing skills, with strong attention to fact-checking, narrative coherence, and plain-language editing.
- Ability to work independently, manage multiple assignments, meet deadlines, and collaborate effectively with diverse teams and approval processes.
- Ability to adapt content to Geneva Call’s tone, voice, and ethical standards.
- Strong agility in producing and adapting content for social media platforms, particularly LinkedIn, with a clear understanding of formats, audiences, and engagement dynamics.
- Demonstrated experience working with humanitarian NGOs and a strong understanding of issues related to the protection of civilians; any direct professional experience in this area is considered a significant asset.

Mission
Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect by Armed Groups and De Facto Authorities (AGDAs) for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.
Core Responsibilities
Accounting
- Maintain daily accounting in accordance with the national legislative requirements of Ukraine, methodological principles of accounting for NGOs and in accordance with corporate policies and donor rules: fixed assets, materials, funds, settlements and other assets, equity and liabilities, income and expenses, accruals, reserves.
- Maintain accounting in 1C and ensure daily updating of cash and banking transactions.
- Reconciliation and control of accounts payable and receivable.
- Timely calculation and payment of taxes to the relevant tax authority, including for additional benefit.
- Interaction with business partners in accordance with the requirements of Ukrainian legislation during the supply of goods, performance of work, provision of services. Control over the legal and financial correctness of transactions, making correct and timely payments, financial reconciliation.
- Processing payments at the bank. Communication with the bank, including opening/closing bank accounts, preparing documents, forms and questionaries.
Financial statements and reporting
- Ensuring submission of all relevant financial and contractual documentation both in paper and scanned form and stored in digital project files.
- Regular reporting to local authorities (tax, statistics, labor department, etc.) and required stakeholders.
- Preparation and submission of monthly financial reporting package: balance sheet, profit and loss statement, cash flow statement.
- Execution of all financial tasks and providing necessary support for financial close of the month and year within corporate deadlines.
Compliance with regulatory and legal requirements
- Ensuring that the organization is up to date/compliant with the most current regulations, in accordance with changes made by the government from time to time.
- Maintaining compliance with the internal control system and national regulations. Tracking the latest changes in Ukrainian labor, tax and accounting legislation.
- Checking contracts, certificates of work performed/acceptance, invoices provided by suppliers.
- Monthly control and monitoring the VAT limit of the Geneva call as a VAT non-payer.
Personnel
- Payroll: Ensuring that all payment statements are signed by employees and properly maintained in the payroll operations department.
- Providing calculation of annual leave, daily allowances for business trips.
- Coordination with the HR department of personnel issues and requests in accordance with the Labor Code of Ukraine, internal policies and procedures, including hiring, firing, vacations, sick leave.
- Assistance in drafting orders regarding personnel and operational activities.
- Providing certificates of accrued income upon request of employees.
Other functions
- Filing, preparing scanned copies of cash, supporting and banking documents, maintaining a document archiving system in such a way that files are updated, complete and protected.
- Regularly providing information to the Finance Coordinator on the state of finances.
- Assistance with external audit requests for any necessary supporting documentation.
- Maintaining an accurate inventory and providing supporting information from 1C for of all project equipment, indicating location, user, condition and inventory number. Participation in the inventory of assets, funds, settlements, liabilities.
- Managing the process of creating and updating a digital key for the country director in Vchasno, at the bank, and at the tax office.
- Performing any other financial tasks assigned by the Head of Support, Country Director and/or Project Management.
