Role

Geneva Call is seeking a highly qualified and experienced individual to serve as the Head of Programmes for the Afghanistan Country Program (also a second country TBD). The HoP under the supervision of the Country Director will play a critical role to ensure effective program implementation in Afghanistan including planning, monitoring, budget management, coordination with implementing partners, key stakeholders, and management of program team. The Head of Programmes will play a critical role in driving the organization’s mission to engage key stakeholders in upholding International Humanitarian Law (IHL).

Core responsibilities

Program Management and Implementation

  • Plan, organize, lead and control GC overall programs across Afghanistan.
  • Provide support to Project Coordinators, ensuring successful project delivery in terms of planning, coordination, budget, and stakeholder engagement.
  • Assist the Country Director in leading crucial dialogue with key stakeholders.
  • Support the development/updating of the Country Situation Analysis in collaboration with SMT, including analysis of country context, and considering/prioritizing the situation/developments related to compliance/non-compliance with Humanitarian norms, IHL, and IHRL, ensuring participation and buy-in from all relevant staff, partners, and other stakeholders.
  • Lead/institutionalize project cycle management/meetings to ensure efficient and effective program delivery and required decision making.
  • Lead the SMT to develop/update and drive forward the Strategy implementation Plan that is in line with the global strategy 2024 – 27.
  • Contribute to donor reporting – Craft narrative and financial sections of donor reports.
  • Contribute to Program Development – craft program narrative and financial sections for concept notes and project proposals.

Financial Management – Ensure financial accountability

  • Oversee budget follow-up, meticulously monitoring expenditures against allocated budgets per line item.
  • Implement proactive measures to mitigate financial risks of under or overspending.
  • Conduct regular variance analyses to identify potential deviations and course correct as needed.
  • In collaboration with HOS, conduct monthly BvA meetings.
  • Develop data-driven, realistic budget forecasts for the organization (monthly and quarterly) to ensure financial sustainability.
  • Collaborate with the finance team to ensure proper financial record-keeping and adherence to donor guidelines.
  • Ensuring the project budget will enable the project to be delivered as designed.

Human Resource and Team Management

  • Manage the entire program team.
  • Ensure the team members adherence to Geneva Call’s principles and stimulate their motivation through context analysis and adjustment of activities to the evolving situation.
  • Build the capacity of the program team through direct or indirect provision of training.
  • Mentor and advise the program team during regular field visits.
  • Assess the performance of the program team and ensure their professional satisfaction.
  • Demonstrates accountability in decision-making, resource allocation, and the embodiment of Geneva Call values and principles.
  • Empowers team members and partners to fulfil their responsibilities while providing guidance, development opportunities, and appropriate consequences for performance outcomes.
  • Ensure smooth coordination with external stakeholders in general to identify synergies with potential partners and avoid possible overlaps.

External Representation and Accountability

  • Represents Geneva Call at program, advocacy, and coordination events/meetings with the international community and other forums in Afghanistan in coordination and collaboration with the Country Director.

Safety and Security

  • In close coordination with the Safety and Security Coordinator and Country Director, ensure that staff safety regulations are respected across the program Team.

Additional duties

Main qualifications

Education

  • Master’s degree in international relations, development, humanitarian studies, Project Management/Management Science, or related field.
  • Knowledge of International Humanitarian Law (IHL) or International Human Rights Law is an asset.

Years of Experience

  • 5 – 7 years of experience in program implementation, people management, and program quality in international humanitarian or development organizations in complex humanitarian contexts.

Languages

  • Excellent English is required.
  • Knowledge of any other language such as Pashto and Dari languages are plus.

Role

Geneva Call is seeking a highly qualified and experienced individual to serve as the Coordinator for Program Quality in the Afghanistan Country Program. The position will play a critical role in leading generating the impact of high-quality and evidenced-based programs that align with the Geneva Call’s Global Strategy and Mission to protect civilians from the impact of armed conflict. S/he plays a key role in ensuring the relevance, coherence, and impact of GC programs.

Core responsibilities

Program Quality (MEAL)

  • Ensure high-quality, multi-sectoral programming in the given contexts and monitor and advance the technical and operational quality of programs.
  • Conduct regular field visits to provide feedback on quality benchmarks including soliciting inputs for the design of new programs, collecting ideas for innovation, and monitoring program Key Performance Indicators (KPIs).
  • Ensure Quality standards are met and procedures are followed throughout the project cycle of multiple projects.
  • Communicate planned requirements for program design, learning, and implementation to relevant country office departments/functions.
  • Coordinate and integrate the different technical sectors of the Country Office including MEAL, Communication, Program, and Support.
  • Develop and oversee a monitoring system that provides timely and accurate project results by embedding MEAL across program implementation.
  • Resource and conduct high-quality evaluations to demonstrate outcomes and impact.
  • Ensure that accountability mechanisms are in place for all projects so that identified actions are resolved and escalate critical issues to senior management.
  • Ensure the research, evaluation, and policy work of the Country Office contributes to the generation of evidence for the development and improvement of Common Approaches, sound decision-making, and policy influencing internally and externally.
  • Establish effective program learning and knowledge management systems to support adaptive programming and innovation that improves outcomes for Geneva Call.
  • Ensure the projects are implementation and achieving of outputs and outcomes through the measuring of relevant indicators.
  • Develop the necessary reporting tools, including online/offline surveys, training reports, pre-post tests, etc.- develop quality monitoring and evaluation reports.
  • Train the team in using the different tools and in data collection.
  • Develop success stories through field work and data collection from different stakeholders including community members, religious leaders and de facto authorities.
  • Overseeing that learnings and lessons learnt are properly disseminated for quality organisational learning.
  • As needed, provide support with project design and proposal writing.
  • Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions and ensure adherence to specific monitoring and reporting requirements.

  • Provides leadership and technical and administrative supervision to the MEAL team (officers and assistants).

1. Introduction

This document outlines the Terms of Reference (ToR) for a two-month, full-time consultancy role based in Yerevan, Armenia, in support of Geneva Call’s mission in Ukraine. The consultant will focus on supporting operational scoping and planning to coordinate humanitarian engagement-related activities in Ukraine and among relevant neighboring countries. This role is critical in establishing Geneva Call Ukraine’s operational infrastructure in Armenia and ensuring effective cross-border coordination.

2. Objectives

The primary objectives of this consultancy are to:

  • Facilitate operational scoping and planning for Geneva Call Ukraine in Armenia and neighboring countries.
  • Assess and advise on accuracy of current NGO registration status of Geneva Call and compliance requirements in Armenia.
  • Establish mechanisms for international financial transactions through Armenian accounts.
  • Provide guidance on Armenian legal frameworks, including labor, tax, and other relevant laws and regulations.
  • Identify suitable office space in Yerevan for a maximum of three staff members.
  • Support the recruitment and onboarding of additional staff in Armenia.
  • Prepare for a potential retainer agreement for ongoing consultancy services following the full-time role.

3. Scope of Work

The consultant will be responsible for the following tasks:

  • Conduct a comprehensive analysis of operational requirements for Geneva Call Ukraine to establish a limited presence in Armenia.
  • Engage with local authorities and legal experts to understand and navigate NGO registration and reporting processes.
  • Liaise with financial institutions to establish processes for international financial transactions.
  • Provide detailed reports on Armenian legal requirements impacting NGO operations, including labor laws, taxation, counter-terrorism legislation and compliance regulations.
  • Scout and evaluate potential office spaces in Yerevan, coordinating lease agreements if necessary.
  • Develop a recruitment strategy and assist in hiring and training new national staff.
  • Formulate a proposal for continued support after the initial consultancy period, including the identification of /ongoing/forecasted needs.

4. Deliverables

The consultant is expected to deliver:

  • A detailed operational plan for Geneva Call Ukraine’s activities in Armenia.
  • A comprehensive guide on NGO registration and compliance in Armenia.
  • A financial transaction framework for international operations.
  • A legal compliance checklist covering labor, tax, and other regulations.
  • Recommendations and options for office space in Yerevan.
  • A recruitment and onboarding plan for new staff.
  • A proposal for ongoing consultancy services following the two-month period.

5. Timeframe

The consultancy will span two months, starting from May 2024 to June 2024 with a possibility of extension depending on the identified needs and follow-up actions required, performance of the consultant, and available funding.

6. Reporting

The consultant will report directly to the Head of Region, Geneva Call Eurasia and the Country Director at Geneva Call Ukraine and will be required to submit brief (750-1,000 word) bi-weekly [fortnightly] progress reports.

7. Qualifications

  • Proven experience in operational planning and NGO management.
  • Knowledge of Armenian legal and financial systems.
  • Experience in human resources and staff recruitment in Armenia.
  • Strong organizational and communication skills.
  • Fluency in English; fluency in Armenian; fluency or functional proficiency of Russian or other regional languages is an advantage.

Payment terms will be negotiated with the selected consultant and outlined in the consultancy agreement.
