Role

Work Relations
The finance coordinator reports to the Country Director and works closely with other members of the finance and support team in country and the finance team in HQ.
Duties and Responsibilities
- Maintain accurate and timely financial accounting records, including processing payments, receipts, payroll, accruals, advances, bank and cash transactions, balance sheet reconciliations, and ensuring all transactions are recorded in the accounting system in accordance with organizational procedures.
- Support financial planning, budgeting and reporting processes, including the preparation and monitoring of project and country budgets, cash flow forecasts, monthly Budget vs. Actual (BvA) reports, financial analyses, and month-end closing activities, ensuring compliance with HQ deadlines.
- Ensure compliance with organizational, donor and statutory requirements, including due diligence reviews, financial controls, tax and social security obligations, liaison with relevant authorities, and adherence to local regulatory requirements and best practices.
- Support the financial management of staff advances, implementing partners and audits, including advance management and reconciliation, partner financial accounting, preparation of supporting documentation, coordination with auditors, and support for donor financial reporting.
- Maintain effective financial systems and documentation, ensuring accurate reconciliations, proper record-keeping, systematic filing of financial documents, and the availability of complete supporting documentation for all financial transactions and reporting requirements.
Requirements
Education (Essential)
- Masters or Bachelor’s degree in relevant field such as accounting, management, finance, or commerce.

Role
This role has two core functions to deliver in coordination with the Finance Coordinator: First, the efficient management of finance and accounting services for Geneva Call, including cash flows, payments, reporting, and compliance on finance and accounting matters.
Second, providing administrative, operational, and HR support to Geneva Call’s work in Syria, including undertaking procurements, office administration, supporting HR processes and documentation, and maintaining the fixed asset register.
Work Relations
Reports to the Finance Coordinator and works closely with HQ Finance, HR, and Logistics teams, as well as country program staff.
Duties and Responsibilities
Financial Accounting & Compliance
- Maintain accurate daily payment ledgers for cash, receipts, adjustments, advances, accruals, and balance sheet items.
- Record transactions in the accounting system (Continia) for review and approval by the Finance Coordinator – Syria.
- Conduct monthly reconciliations, update Summary of Transactions (SOT) reports, and ensure timely payroll processing.
- Verify compliance with donor and organisational requirements before issuing Purchase Orders.
- Prepare monthly financial reports with complete supporting documentation and maintain updated cash books.
Compliance, Reporting & Audit Support
- Ensure proper supporting documents and systematic filing for all transactions.
- Conduct due diligence checks on suppliers, vendors, staff, and partners before financial commitments.
- Support internal and external audits, including donor-specific audits and statutory requirements.
- Track and manage fund transfers (including Hawala) to the field and monitor advance clearances.

Requirements

Relations de travail
Le/la titulaire travaillera sous la supervision du Coordinateur MEAL pour les questions MEAL des programmes de Geneva Call. Il /elle collaborera étroitement avec les équipes programme, les OSC partenaires, les consultants, les enquêteurs et les communautés bénéficiaires.
Rôle et responsabilités
Suivi, Evaluation et Reporting
- Appuyer la gestion du cycle de projet et mettre en œuvre les plans et outils MEAL (suivi des indicateurs, collecte, bases de données, enquêtes et évaluation Baseline, Midline, Endline).
- Concevoir des outils de collecte et contribuer à la définition des indicateurs, cadres logiques et cibles des projets.
- Collecter, saisir, analyser les données et produire des rapports réguliers pour le suivi des performances et les donateurs.
- Assurer la qualité, la cohérence et la visualisation des données (contrôles, dashboards, analyses géospatiales).
- Coordonner avec les équipes et partenaires, participer aux enquêtes, visites terrain et réunions pour améliorer les projets et partager les bonnes pratiques. Assurer la mise en œuvre des plans MEAL, des outils de suivi des indicateurs et d’autres outils MEAL pertinents pour les projets GC
Redevabilité et MGP
- Mettre en place conformément aux procédures opérationnelles standard (SOPs) le mécanisme de gestion des plaintes et retour d’information communautaires
- Soutenir la mise en œuvre des différents mécanismes d’engagement communautaire et de retour d’information dans le cadre de la redevabilité
- Aider les OSC partenaires dans la mise en place des mécanismes de redevabilité et retour d’information communautaire
- Enregistrer et suivre les plaintes, conformément au SOP et les traiter de manière opportune, sûre et responsable
- Soutenir les équipes Programme dans l’organisation des ateliers de reddition des comptes envers les communautés bénéficiaires
Apprentissage & Capitaliation
- Documenter systématiquement les leçons apprises et les succès/réussites et échecs générer par la mise en œuvre des projets/programmes et lors des ateliers de revue pour améliorer les futurs projets
- Rédiger des études de cas, des histoires de succès (success stories) et des rapports de capitalisation
- Organiser et animer des réunions ou ateliers de réflexion et de partage d’enseignements (leçons tirées) avec les équipes programme de Geneva Call
- Partager les leçons apprises avec les communautés, les partenaires et les parties prenantes et formuler des recommandations basées sur l’analyse des données pour adapter la programmation
Partenariats
- Former les personnels des OSC partenaires de Geneva Call sur l’utilisation des outils de collecte, analyse de données et l’intégration du genre et intersectionnalité dans les interventions
- Développer et harmoniser des outils de suivi (matrices, fiches de collecte) pour assurer la cohérence des données entre les partenaires et l’organisation Geneva Call
- Effectuer des missions de supervision pour vérifier la qualité des informations recueillies par les partenaires et apporter des corrections si pertinentes
- Veiller à la mise en place et au bon fonctionnement de mécanismes de gestion des plaintes, des feedbacks et retours d’information dans les zones d’intervention des partenaires.

Critères
Éducation
- Diplôme universitaire de Bac +3 ou Bac+5 en développement rural, droit, sociologie, statistique, informatique, économie, sciences politiques, ou tout autre diplôme équivalent au domaine social
Expérience Professionnelle
- Expérience professionnelle avérée d’au moins 3 ans dans le domaine de suivi, évaluation, apprentissage et redevabilité et gestion de bases de données des projets humanitaires
- Au moins 2 à 3 ans d’expérience dans la mise en œuvre de cadres MEAL, la collecte de données sur le terrain et le suivi des indicateurs de projets
- Expérience dans la conduite d’enquêtes, de focus groups et d’entretiens avec capacités de synthèse et d’analyse et rédaction de rapport et revue de vie
- Expérience dans la gestion des bases de données, nettoyage d’informations et production des rapports de qualité

Country Director – Iraq (International)

Role
The Country Director (CD) provides strategic leadership and representation for Geneva Call in Iraq. As the most senior representative of Geneva Call in the country, the CD is responsible for the overall planning, coordination, implementation, and development of country operations. This includes the qualitative implementation of Geneva Call’s humanitarian engagement and diplomacy (humanitarian dialogue, research, community-based approach), advocacy, fundraising, representation, and the management of financial and human resources.
The CD Iraq reports administratively and technically to the Director of Operations and directly manages the country team.

• Collaborates with regional and HQ units, including Programme, Policy Research and Legal (PRL), MEAL, Safety and Security, Global Engagement, Donor Relations, Finance, Logistics, and HR teams.

Strategy and programme implementation
•Analyses the humanitarian and security situation in Iraq to identify key areas of work for Geneva Call.
• Ensures the fulfillment of Geneva Call’s core mission to promote IHL with AGDAs and Provisional Governments with focus on addressing protection threats to vulnerable populations.
• Provides leadership, quality delivery and management, and streamlines monitoring, evaluation, and learning for the country programme, in alignment with Geneva Call’s strategy. Ensures programmes are monitored and evaluated effectively.
• Manages, supervises, and coordinates all activities in-country related to the implementation of Geneva Call’s projects in the country, adhering to proposal guidelines, indicators, budgets, and work plans. Safety and security management
• Oversees safety and security protocols and risk management plans for staff and operations.

Fundraising and resource mobilisation
• Develops and implements a country fundraising strategy to secure necessary resources.

Advocacy and communication
• Represents Geneva Call’s interests with government bodies, donors, and key stakeholders.

Requirements
Education (Essential)
• A Master’s degree (preferred) or a bachelor’s degree in political or social sciences, International Humanitarian Law (IHL), Human Rights, or a related field relevant to the role.
Experience (Essential)
• A minimum of 12 years of experience in humanitarian organisations, with a strong preference for at least 15 years, including at least 2 years in a Country Director role.
• Out of total required experience, minimum 7 years’ experience of working in conflict affected contexts.
• Proven experience in managing multi-donor programmes, teams (including expatriates), and complex operations.
• Strong background in financial and donor management, capacity building, and security management.
Experience (Desirable)

Role
The Country Director (CD) provides strategic leadership and representation for Geneva Call in Yemen. As the most senior representative of Geneva Call in the country, the CD is responsible for the overall planning, coordination, implementation, and development of country operations. This includes the qualitative implementation of Geneva Call’s humanitarian engagement and diplomacy (humanitarian dialogue, research, community-based approach), advocacy, fundraising, representation, and the management of financial and human resources.
The CD Yemen reports administratively and technically to the Director of Operations and directly manages the country team.
Work Relations
Internal:
• Collaborates with regional and HQ units, including Programme, Policy Research and Legal (PRL), MEAL, Safety and Security, Global Engagement, Donor Relations, Finance, Logistics, and HR teams.
• Manages the country mission; coordinates with thematic/technical advisors and functional leads at HQ.
External:
• Represents Geneva Call to national and local authorities, donors, UN agencies, INGOs, civil society actors, AGDAs and Provisional Governments where applicable.
• Represents Geneva Call in national and international forums and builds strategic partnerships.
Duties and Responsibilities
Strategy and programme implementation
•Analyses the humanitarian and security situation in Yemen to identify key areas of work for Geneva Call.
• Ensures the fulfillment of Geneva Call’s core mission to promote IHL with AGDAs and Provisional Governments with focus on addressing protection threats to vulnerable populations.
• Provides leadership, quality delivery and management, and streamlines monitoring, evaluation, and learning for the country programme, in alignment with Geneva Call’s strategy. Ensures programmes are monitored and evaluated effectively.
• Manages, supervises, and coordinates all activities in-country related to the implementation of Geneva Call’s projects in the country, adhering to proposal guidelines, indicators, budgets, and work plans. Promotes the sharing of learning internally and externally, using results to inform programme decisions and enhance institutional knowledge.
Safety and security management
• Oversees safety and security protocols and risk management plans for staff and operations.
• Conducts regular context and risk analyses to ensure safety and operational viability.
• Manages security in line with Geneva Call’s policies and standards.
Mission management and coordination
• Manages the country mission team, and has on average 2 to 4 direct reports, depending on the size of the mission. Is accountable for all leadership processes in-country such as performance management, duty of care, attendance.
• Ensures transparent financial management and compliance with internal procedures, policies, code of conduct and local laws.
Fundraising and resource mobilisation
• Develops and implements a country fundraising strategy to secure necessary resources.
• Leads the preparation of project proposals and donor submissions, ensuring contextual relevance.
• Fosters relationships with donors and identifies new funding opportunities.
Advocacy and communication
• Represents Geneva Call’s interests with government bodies, donors, and key stakeholders.
• Actively participates in clusters and working groups relevant to Geneva Call’s mission.
• Advocates for Geneva Call’s initiatives to enhance civilian protection and adherence to IHL.
Requirements
Education (Essential)
• A Master’s degree (preferred) or a bachelor’s degree in political or social sciences, International Humanitarian Law (IHL), Human Rights, or a related field relevant to the role.
Experience (Essential)
• A minimum of 12 years of experience in humanitarian organisations, with a strong preference for at least 15 years, including at least 2 years in a Country Director role.
• Out of total required experience, minimum 7 years’ experience of working in conflict affected contexts.
• Proven experience in managing multi-donor programmes, teams (including expatriates), and complex operations.
• Strong background in financial and donor management, capacity building, and security management.
Experience (Desirable)
• Experience in working with armed groups, De Facto Authorities and Provisional Governments is a strong plus.
• Proposal writing and donor reporting skills.
• Experience working on programmes related to civilian infrastructure and/or rule of law.

Mission

Role
As part of the Donor Relations’ team, the Donor Relations Coordinator is responsible for ensuring the excellence of relationship management of donors (creating and nurturing relationships of trust) and providing relevant support to the fundraising activities throughout the organization. This includes leadership, coordination, facilitation and tracking of the various donor engagements from identification, initial cultivation and solicitation, through ongoing stewardship and relationship management. While donor relations are a shared responsibility at different levels and intersections, the Donor Relations Coordinator, leads & coordinates aspects of the relationships that run across the organization and that are related to donors within her/his portfolio.
Duties & Responsibilities
The main role of a Donor Relations Coordinator is to identify, cultivate and maintain positive relationships with donors within the assigned portfolio by supporting fundraising activities, providing personalized communication and stewardship, managing donor information and evaluating donor engagement to inform strategic efforts. The Donor Relations Coordinator serves as the focal point for optimising relations and providing relevant support to fundraising activities throughout the organization. The position also plays a proactive role in identifying new donors, funding instruments, and emerging opportunities within existing donor structures, ensuring that funding gaps are anticipated and addressed in collaboration with relevant teams. The coordinator contributes to enhancing Geneva Call’s visibility and positioning through targeted engagement initiatives, technical briefings, and events, and by bridging fundraising efforts with broader advocacy and communication platforms.
Identification of funding opportunities
- Conduct research to identify prospective instruments for fundraising within assigned donors, assess their priorities, funding focus and interests, and develop strategies for cultivation and solicitation.
- Identify and monitor funding opportunities, developments, potential partners & their timing and requirements, according to the Geneva Call’s thematic and geographic priorities and programmatic needs.
- Ensure regular communication within Headquarters (HQ), regional and country offices on funding related meetings and interactions with assigned donors at country and capital level.
- Assist in the planning and execution of fundraising events, including donor cultivation events.
- Actively identify and engage with emerging funding mechanisms, multi-donor pooled funds, and innovative financing instruments relevant to Geneva Call’s mission.
- Follow-up on the internal tracking of the funding gaps across Geneva Call’s portfolio and coordinate timely follow-up with programmatic and management teams to develop proactive engagement strategies and proposals for the assigned donors.
- Collaborate with thematic and communication teams to develop tailored pitches, concept notes, or technical presentations to capitalise on new opportunities and position Geneva Call strategically with donors.
Donor engagement and cultivation of relationships
- Develop and maintain strong relationships with assigned donors, ensuring positive interactions and engagement.
- Serve as a point of contact for assigned donors, providing them with updates on organizational activities, impact reports, and other relevant information.
- Implement stewardship strategies to recognize and retain assigned donors, such as exclusive events, donor appreciation programmes, and personalized communications.
- Develop and manage relationships with relevant donors’ instruments & representatives and serve as the primary Geneva Call’s focal point for fundraising purposes within the assigned donors.
- Represent and/or coordinate the representation of Geneva Call at different levels involving fundraising responsibilities, while engaging with relevant stakeholders in the assigned donors.
- Plan and accompany high-level meetings with assigned donors for the relevant staff of Geneva Call as per needs identified.
- Support relevant headquarters and field colleagues in establishing and building relationship with assigned donors and in the development of targeted institutional messaging to support overall engagement.
- Proactively organize and coordinate technical briefings, donor roundtables, and other targeted events or initiatives to strengthen donor confidence, increase visibility, and position Geneva Call as a key humanitarian partner.
- Develop joint initiatives that bridge fundraising objectives with advocacy and communication efforts, ensuring consistent and strategic messaging across different fora.
- Coordinate with other departments, such as Country Offices, Regional Units, finance, and HR to ensure alignment in donor communications and stewardship efforts.
Application development & grant negotiations
- Coordinate strategic positioning opportunities with assigned donors (consultations, discussions, forums and others) linked to potential funding opportunities.
- Support proposal/application development to assigned donors by providing donor-specific guidance on requirements, practices and interests.
- Serve as liaison with donors in grant negotiations.
- Ensure that funding applications are informed by proactive donor intelligence and aligned with both Geneva Call’s strategic priorities and the donors’ evolving agendas.
Data Management
- Maintain accurate records of donor information and interactions in the organization’s database, ensuring data integrity and compliance with privacy regulations.
- File records of correspondence related to pre-award grant activities and grant related documentation (full packages of final submissions, full packages of donor contract & annexes, reporting templates – narrative, financial, payment requests, and any other related templates as per donor rules, guidelines, other requirements, etc.) within the organizations grants management files.
- Track and analyse donor engagement metrics, such as retention rates, donation patterns, and event attendance, to evaluate the effectiveness of donor engagement and cultivation strategies to inform future initiatives.
- Stay informed about best practices in donor relations and fundraising, seeking opportunities for professional development and implementing innovative approaches to enhance donor engagement and support.
- Regularly update donor and funding opportunity mapping, ensuring the organization maintains a real-time overview of funding trends, priorities, and potential prospects.
Additional responsibilities
- Regularly travel to assigned donors’ capitals and HQ to support donor relations and fundraising activities.
- When required and relevant, travels to field missions to support Geneva Call’s field missions.
- Actively contribute to institutional efforts aimed at increasing Geneva Call’s visibility through public and donor-focused events, side meetings, and joint advocacy or communication opportunities.
Work Relations
- Reports to the Deputy Head of Donor Relations, directly coordinates with the relevant units at HQ and in Brussels, regional and country level as appropriate for support on assigned donors’ engagement and funding related topics.
- Collaborates with the Advocacy and Communications teams to ensure fundraising initiatives are strategically linked with broader advocacy and outreach efforts.
- Administrative line management is provided by the Head of the Brussels Office.
Requirements
Education (essential)

- At least 8 years of work experience in donor relations and fundraising in the fields of development cooperation, peace building and/or humanitarian aid.
