Geneva Call is an independent, neutral and impartial humanitarian, not for profit, non-governmental organization that promotes the respect for international humanitarian norms in armed conflicts and other situations of armed violence, in particular regarding the protection of civilians. Geneva Call is registered as a Foundation under Swiss law. It works in conflict zones around the globe.

Geneva Call is implementing a programme to improve protection of civilians in the context of the armed conflict in Libya  through engagements with armed actors and raising awareness of Libyan civil society on humanitarian norms

Main Objective: Under the supervision of the GC-Representative  , the Admin/HR Officer contributes to the operations of the Geneva Call by managing the administration and HR aspects of Libya office operations. The  Admin finance and HR Officer will oversee operations for all program and activities in Libya. This includes oversight of procurement, logistics, human resources, accounting and finance, and contract records. This individual will be responsible for managing the contract budget and preparing financial reports for submission to HQ in Geneva. S/he will ensure financial compliance with GC and swiss regulations and policies.

Core Responsibilities:

Under the supervision of the Country Director , the Admin finance and HR Officer is responsible for:

–          The monthly and yearly accounting of the mission in Libya;

–          The cash flow of the mission in Libya;

–          The financial accountability towards donors;

–          The respect of national administrative and financial national norms, including tax related;

–          The HR administrative aspects;

–          The respect of national labor law

–          The logistical support to the activities (procurement, inventories…).

Office Administration

  • Supervise administrative staff (if present), security guards, drivers, cleaners;
  • Ensure office and guest house electricity, water and gas supplies are well managed;
  • Maintian office and guest house security management according to set procedures
  • Maintain good working relationships with venders and authorities


  • Make sure office supplies are procured, managed and recorded according to Geneva Call procedures;
  • Manage inventory and update reporting to Country Director on monthly basis
  • Make sure transparent purchasing process and recoord keeping
  • Timely management of purchases and make sure venders are paid on time
  • Lead Geneva Call Libya office procurement process according to Geneva Call procedures.
  • Maintain good working relationships with venders and authorities
  • Maintian and manage Geneva Call Libya vehicles
  • Coordinate with Finance Officer to ensure all logistics related payments
  • Provide logistic support to program team during activities in the field
  • Assist the auditors for the annual audit, donor’s audit and audit of the tax authorities;


  • Cash flow management
  • Manages the payments made locally;
  • Keeps his cash books updated;
  • Weekly check the cash amount available locally;
  • Prepares the monthly cash request in coordination with the Program Coordinator and liaise with HQ
  • Accounting
  • Verifies the registration and encoding of all the financial transactions, according the to internal procedures;
  • Verifies all the support documents of the financial transactionsand the availibility of funds on the mission budget;
  • Consolidates all the monthly instalment of the operational expenses;
  • Provides a monthly financial report, including the expense proofs;
  • Archives all financial documents;
  • Participates to the audits (annual organization audit, as well as donor’s audits, or audits requested by Libyan authorities);

Grant financial management

  • Provides the Program Coordinator with 1st donors budgets, amendements and financial report drafts;
  • Prepares and updates the monthly budget follow up, or upon request;
  • Ensures all the donors financial guidelines and procedures are strictly respected;
  • Participates in finalizing the annual country budget.

Human Ressources

. Make sure Geneva Call HR policy and procedures are consistent with Libyan labor law (when applicable)

  • Lead and ensure transparent hiring process for any new job opening
  • Coordinate with other staff and develop job offers/contract
  • Develop and update HR database, and regularly report to HOM and HQ
  • Make sure staff performance appraisals are done and recorded in personal files
  • Manage staff attendance and leaves and report to Country Director regularly with updates
  • Prepare salary payments for staff and consultants;
  • Resolve issues and concerns pertaining to staff queries on their compensation and benefits

Education: Professional /academic qualification in finance, accounting and administration services

Work experience:  At least 3 years in a similar position –  Experience of working for Humanitarian and relief agencies and organisations. Minimum 3 Years work experience in a finance or accounting, administrative roles and HR. Experience of local commercial & contractual systems. Experience of Project Cycle Management in Emergencies Experience in writing narrative and financial reports – Experience in HR and Administration

Languages: English and Arabic – Knowledge of French would be an asset

Qualifications / Personal skills:

Experience in finance and HR management; Knowledge and experience of using financial / Admin/HR management tools; Experience with donors budget management;Ability to take responsibilities, proactive and efficient functioning, pronounced communication skills; Accuracy and reliability
