Engaging Non-State Armed Groups or Listing Terrorists? Implications for the Arms Control Community. This article discusses how reliance on "terrorist lists" has affected international peace and humanitarian efforts and why they should also be of concern to the arms control community. L'impact des listes de terroristes sur l'engagement humanitaire des groupes armés non étatiques : quelles conséquences pour la communauté de la maîtrise des armements? Cet article analyse en quoi le recours aux « listes de terroristes » a des conséquences sur l'action humanitaire et la résolution des conflits et pourquoi elles devraient aussi inquiéter la communauté de la maîtrise des armements. Des possibles stratégies d'engagement des acteurs armés non étatiques sur la question des armes légères sont également identifiées. Report of the Geneva Call mission to the Moro Islamic Liberation Front (MILF) in Central Mindanao, Philippines (3 May 2002). Geneva Call, a new politically impartial international humanitarian non-governmental organization, sent a small international mission which visited and met with the rebel Moro Islamic Liberation Front (MILF) in Central Mindanao and in Manila, Philippines on 7 & 8 April 2002, thereby successfully piloting a new international mechanism for adherence and accountability of armed groups to humanitarian norms, starting with the total ban on anti-personnel landmines.

Engaging non-state actors in a landmine ban: a pioneering conference, summary report (2001). The conference, held in Geneva 24-25 March 2000 was the first in its kind to gather representatives of non-governmental organizations, academic institutions, governments and non-state actors together to discuss the issue of engaging non-state actors in a landmine ban. The conference established the basic framework for engaging non-state actors in a ban on anti-personnel landmines and launched Geneva Call.
